At Leipzig University, the IT governance structures ensure the secure and efficient operation of IT systems. The Chief Information Officer (CIO) is responsible for digitalisation and information management matters. Their primary area of activity is the further development of information systems and their integration. In this, the CIO is supported by two committees: The CIO Board prepares decisions in the Rectorate. The CIO Advisory Board introduces current topics and concerns from among all members of the University and provides support on strategic conceptual issues.

The Chief Information Officer (CIO) manages digitalisation and information management matters at Leipzig University on behalf of the Rectorate. As Head of the University’s Computing Centre, Dieter Lehmann also carries out the function of CIO.

The functions of the CIO include:

  • Preparing decisions on IT development, digitalisation and strategic IT planning;
  • Steering and further developing the IT strategy and digitalisation strategy;
  • Promoting the further development and continuous improvement of the University’s IT architecture, including IT applications, IT infrastructure and IT-based processes;
  • Advising the Rectorate on information management matters in the areas of teaching, research, transfer and administration;
  • Representing Leipzig University in committees at state, national and international level.

CIO Board

The CIO Board advises the CIO on digitalisation and information management matters of strategic and University-wide importance. It supports the Rectorate by preparing decisions relating to such matters.

The meetings of the CIO Board are non-public. The CIO acts as chairperson of the CIO Board. The CIO Board meets on a regular basis, usually every two months. The CIO Board can hold extraordinary meetings. The CIO Office is responsible for the preparation and follow-up of the meetings, including invitations, proposals for the agenda, draft resolutions and preparation of the minutes.

CIO Advisory Board

The CIO works closely with the faculties, central institutions, central administration and committees of Leipzig University; these provide the CIO with information on their activities. At regular meetings of the CIO Advisory Board, the University’s user groups exchange information with the CIO and the representatives of the CIO Board. The CIO and the CIO Board members report on decisions and plans, which the members of the CIO Advisory Board can then comment on. The members of the CIO Advisory Board submit requests and report needs relating to information management or digitalisation, which are discussed together with the CIO and the members of the CIO Board.

The members of the CIO Advisory Board report from the meetings in their groups and ensure appropriate involvement of the communities of interest they represent. The CIO Advisory Board is composed as follows:

  • two persons representing research interests,
  • two persons representing teaching interests,
  • two persons from the central administration,
  • two persons from the central institutions,
  • two persons from the group of central and decentralised IT operators and IT representatives,
  • one person from the group of deans and deanery councillors,
  • one person from the Department for Data Protection and Information Security,
  • one person from the group of students,
  • one delegate from the Equal Opportunities, Diversity and Family Office, and
  • one delegate from the Staff Council.

The term of office for university lecturers and staff members is three years. The term of office for students is one year; it usually begins on 1 October and ends on 30 September.

The meetings of the CIO Advisory Board are generally confidential and not open to the public. As a rule, the CIO Advisory Board is convened once every semester. The CIO Office is responsible for the preparation and follow-up of the meetings, including invitations, proposals for the agenda and preparation of the minutes.

CIO Office

The CIO Office supports the CIO, the CIO Board and the CIO Advisory Board in the performance of their functions. It is the first point of contact for all enquiries and concerns addressed to the CIO. The Office organises the meetings of the CIO Board and the CIO Advisory Board, accompanies the working groups on the CIO Advisory Board and coordinates the exchange with members of the university.
